Director of Human Resources and Social Affairs Unit (On-site)
Caracas, VenezuelaWe are looking for an experienced and strategic leader to join our client's team in the industrial sector. In this role, you will contribute to the development and implementation of human resources management policies, enhance personnel management strategies, and ensure compliance with labor laws and regulations.Requirements:
  • University degree in Human Resources, Psychology, Business Administration, or a related field.
  • Additional training in talent management, labor legislation, and organizational development is preferable.
  • Minimum of 7 to 10 years of experience in similar human resources management roles, preferably in the oil or industrial sector.
  • At least 5 years of leadership experience in human resources.
  • Russian nationality, currently residing in Russia, with willingness to relocate to Caracas, Venezuela.
  • Excellent verbal and written communication skills.
  • Ability to lead and motivate diverse teams.
  • Conflict resolution and negotiation skills.
  • Strategic thinking and decision-making capabilities.
  • Adaptability to change and strong teamwork skills.
  • Proficiency in MS Office (Excel, Word, PowerPoint, Access, Outlook, Visio, MS Project).
  • Knowledge of Human Resource Information Systems (HRIS) and talent management platforms.
  • Russian language: native.
  • Spanish language: advanced.
  • English language: considered a plus, preferably with conversational skills.
  • Strong knowledge of local and international labor legislation.
  • Experience in developing and implementing human resources management policies.
  • Ability to analyze HR data and metrics for decision-making.
  • Experience in recruitment, training, and talent development processes.
  • Project management skills related to human resources and organizational development.
Responsibilities:
  • Organize and manage personnel-related documentation, ensuring compliance with current legislation.
  • Supervise personnel file management, including hiring, termination, and transfer processes, ensuring proper delivery of documents to government entities.
  • Develop and implement organizational structures tailored to various projects in Venezuela.
  • Coordinate the collection and consolidation of data for HR reports.
  • Ensure timely delivery of accurate information to the parent company.
  • Develop and enhance personnel management policies, including talent attraction, selection, onboarding, and retention.
  • Plan and coordinate staffing needs, analyze the labor market, and develop labor mobility strategies.
  • Create an evaluation and motivation system to boost employee productivity.
  • Analyze labor productivity and optimize work processes and salary structures.
  • Review employee compensation structures and levels, recommending adjustments aligned with company policy and labor market conditions.
  • Ensure compliance with compensation and benefits regulations for employees working outside their country of residence.
  • Monitor international best practices and develop local compensation and benefits regulations.
  • Organize the development and implementation of a corporate training and development system.
  • Support professional growth through training programs, workshops, and internships.
  • Design and manage social programs to enhance employee well-being and motivation.
  • Organize initiatives to improve working conditions, health, and workplace safety.
  • Plan and control the budget for personnel expenses and social programs.
  • Monitor expenses, analyze the effectiveness of personnel investments, and develop measures to optimize the budget.
  • Continuously analyze HR and social policies considering business needs and legislative changes.
  • Draft and approve internal regulations on personnel administration in accordance with local legislation.
  • Ensure compliance with labor laws in the HR area.
  • Organize and supervise contract management work within the structural unit’s area of responsibility.
  • Oversee the development and implementation of measures to ensure safe working conditions.
  • Supervise compliance with occupational health and environmental protection standards and regulations.
